Notice of Proposed Procurement Original

Requirement:
Department of National Defence (DND), has a requirement for the
removal, dismantling and disposal of the Oberon Class Submarines
Olympus and Okanagan, and an option to dispose of a third,
Ojibwa.

Confidential material, explosives and Controlled Goods, with the
exception of the hull and torpedo tubes, have been removed from
the submarines.

BIDDERS MUST BE FULLY REGISTERED FOR FACILITY SECURITY CLEARANCE
AND CONTROLLED GOODS BEFORE BID CLOSING.

This procurement is subject to the CONTROLLED GOODS Program.
The Bidder and any subcontractor who will be producing or
accessing CONTROLLED GOODS must be registered, exempt or
excluded under the CONTROLLED GOODS Program before examining,
possessing or transferring CONTROLLED GOODS.

This procurement is subject to SECURITY REQUIREMENTS.

Destination:
The work shall be carried out at Contractors facility.

Bidders' Conference:
A bidders' conference chaired by the Contracting Authority will
be convened at HMC Dockyard, Jetty NL, Dartmouth, Nova Scotia on
March 23, 2011 @ 0900.

Mandatory Site Visit:
It is mandatory that the Bidder or a representative of the
Bidder visit the work site. To facilitate this the submarines
will be available one (1) day prior to the Bidders Conference
for viewing on March 22, 2011 at 09:00 am and one (1) day after
the Bidders Conference for viewing on March 24, 2011 at 09:00
am.

Bidders must attend one of the two site visits to qualify to bid.

It is mandatory that the Bidder E-mail to Kelly.wood@pwgsc.gc.ca
72 hours prior to site visit the attached Visitor Access List -
Annex C-1.

Bidders will require personal protection equipment in order to
attend the site visit. The personal protection equipment
required at the site visit includes steel toed boots or
equivalent, work gloves, and standard safety glasses. A short
safety briefing will be given to all persons prior to proceeding
on board.

Sourcing Strategy:
The sourcing strategy relating to this procurement will be
limited to suppliers in Eastern Canada Region, in accordance
with the Shipbuilding, Repair Refit and Modernization Policy
(1996-12-19) subject to the Agreement on Internal Trade (AIT).
This procurement is exempt from NAFTA [see Chapter 10, Annex
1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).

Contract Financial Security:

One of the following contract financial securities will be
required;
    EITHER
a performance bond and a labor and material payment bond, each
in the amount of 20 percent of the Contract Price;
    OR
a security deposit in the amount of 10 percent of the Contract
Price.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
