Notice Description

  RFP for Brand and Reputation Tracking and Communications Products Testing

In Ontario, the OEB oversees the province`s electricity and natural gas sectors through effective, fair and transparent regulation. An important part of delivery on its mandate and mission is to communicate with consumers and industry stakeholders to ensure that they are informed and have the opportunity to engage with regularly when it comes to energy matters that affect them.

OEB has already embarked on a journey to become a consumer-centric regulator with such initiatives as the industry performance scorecards, creation of a bill calculator on the website, community outreach and consumer feedback mechanisms, to name a few.

More recently, the organization has begun an extensive brand repositioning and is preparing to launch a high profile public awareness campaign designed to better connect consumers with the OEB and strengthen their understanding of its role as a loyal watchdog looking out for their needs in a complex sector. As this campaign unfolds and OEB continues its transformation, it will be important to gauge its impact on target audiences to evaluate and recalibrate its implementation plan. The OEB therefore seeks to further ensure consumers’ perspectives are incorporated into its work, including communications, consumer stakeholder relations and policy development.

Objectives for Brand and Reputation Tracking and Communications Products Testing are:
• Benchmark and measure the impact of communications activities and other efforts to inform planning and development of efforts to improve energy literacy among consumers
• Benchmark and track public perceptions and awareness of the OEB brand positioning as an independent regulator, consumer protection agency, setting and enforcing standards, and as an enabler for long-term integrity of the system
• Evaluate the effectiveness and need for improving OEB’s role as enabler of the consumer voice.
• Measure confidence and trust levels in the organization and the rest of the sector

The term of the assignment is for two (2) years with an option to extend for two (2) additional one (1) year terms.
