Notice Description

  Access to Electronic Operating Devices and Business Information Systems

The OEB regulates transmitters and local electricity distributors that operate Ontario’s transmission and electricity distribution networks. Ontario’s electricity transmitters and local distributors represent significant capital investments supplying electricity to large industrial, commercial and millions of consumers throughout the province, with total assets in the tens of billions.

The OEB as the regulator needs to be at the leading edge of assessing Security Risks and has the necessary regulatory instruments, processes and procedures in place to assure itself that the necessary steps are being taken to protect non bulk transmission assets, distribution operating and business systems including smart grids and consumer privacy. Currently, the OEB requires distributors to ensure personal information is protected, and distributors incorporate Security Risk mitigation in their asset management plans in accordance with Ministry of Energy Directive dated November 23, 2010. In the absence of security standards for non-bulk transmission assets and standards for the distribution system, the OEB has relied on transmitters and distributors to apply good utility practice in developing their transmission non bulk and distribution infrastructure respectively, including managing the security risks such as Cyber.

This RFP will establish consulting services related to the OEB’s initiative for developing a regulatory Cyber Security “Framework” for the protection of consumer privacy and the Electricity System Infrastructure. Services to include risk analysis, reports, developing governance requirements, standards/guideline reviews and analysis, stakeholder (Executive) meetings and associated technical advisory services as may be required from time to time. This includes recommending new distributor and transmitter auditing requirements that will be needed to ensure compliance with the Cyber Security “Framework” to be developed.
