Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) Environmental Consultant Services for Water Sediment Sampling – Standing Offer Agreement, 5 Wing Goose Bay, NL.

In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Province of Newfoundland and Labrador, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Standing Offer Agreement to provide “as and when required” professional services specific to Department of National Defence (DND) requirements located at 5 Wing Goose Bay, NL.

The objective of this Request for Abbreviated Proposal (RFAP) is to select one (1) firm, who will sign a Standing Offer Agreement (SOA) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $360,000.00, for a period of two (2) years from the date of award.

If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to two (2) additional one (1) year period and increased in the order of up to $360,000.00.

Call-ups under the SOA are expected to be valued between $50,000 and $100,000; the maximum value of a call-up is $150,000.

An SOA is not a commitment by DCC to spend the entire or any amount.

This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.

Information provided by the Proponents will be evaluated using the established criteria in the Request for Technical Proposal document. The criteria relate to achievements and experience, technical and managerial expertise, and consultant approach and methodology. The highest ranking firm selected through the evaluation process, including a factor for the price element, will be invited to negotiate a standing offer agreement with DCC.

To be considered, Technical Proposals must be received at the following address, no later than 14:00 hours local time on August 28, 2012.
